Bid & Tender Support
Full Bid & Tender Management
Project-based management of an important submission — from opportunity review and bid strategy through planning, response development, review and final submission.
One submission, run properly, by someone whose job that week is the submission. Most tenders are not lost on capability — they are lost because the response was written around other work, in the final ten days, by people who had no time to gather evidence or read the scoring criteria twice.
From £4,500 + VAT
Per submission. Confirmed only after Evans has read the tender documents.
The process
Six stages, in this order, every time.
Opportunity review
Before anything is written, the opportunity is tested. A significant part of the value is deciding properly whether to bid at all.
- Understand the opportunity and the buyer
- Review requirements and major compliance obligations
- Understand the scoring and evaluation criteria
- Assess the resource the response will genuinely require
- Identify information and evidence gaps
- Establish whether the opportunity warrants serious pursuit
This is a commercial assessment. It is not regulated legal or procurement advice, and where those are needed the client should take appropriate professional advice.
Bid strategy
What the submission is actually arguing, and why this business should be the one awarded the work.
- Buyer priorities and likely decision criteria
- Commercial positioning and value proposition
- Differentiation against the realistic alternatives
- Win themes carried consistently through every answer
- The evidence each theme requires
- Competitor considerations where genuine evidence exists
Bid planning
The mechanics that decide whether a good response is finished on time.
- Submission plan and milestone dates
- Responsibilities and contributor requirements
- Question allocation across the team
- Evidence gathering and document control
- Scheduled review points
- Deadline management to submission
Response development
Evans can draft, structure and edit commercial content, and shape technical content supplied by the client into a persuasive, compliant answer.
- Executive summaries
- Company capability and track record
- Commercial responses
- Methodology narratives
- Mobilisation plans where client evidence exists
- Case-study presentation
- Value proposition
- Editing, consistency and clarity across the whole submission
Technical content is always based on information supplied and approved by the client or by appropriate technical specialists. Evans does not invent capability.
Review
A structured challenge of the response against the criteria the evaluator will actually use.
- Response scored against the published evaluation criteria
- Completeness against every requirement
- Strength and relevance of evidence
- Consistency across answers and contributors
- Clarity and commercial persuasiveness
- Unnecessary repetition removed
- Unanswered requirements identified
- Final quality control
Final submission support
The last stage is where avoidable failures happen. It is run as a checklist, not from memory.
- Document coordination and version control
- Final compliance checks
- Supporting-document checklist
- Consistency across the submission pack
- Submission readiness ahead of the deadline
Investment
From £4,500 + VAT
A starting point, not a standard price. Evans reads the tender documents first and then confirms a fixed fee for that specific submission, so the figure quoted is one that can be held to.
Send us the tenderWhat moves the fee
- Tender complexity
- Number of questions
- Number of lots
- Response volume and word limits
- Technical complexity
- Number of contributors to coordinate
- Time to the deadline
- Supporting-document requirements
- How much material Evans has to develop rather than edit
Timing
Deadlines decide how much can be added.
Bid support is inherently deadline-sensitive. The earlier Evans becomes involved, the more value can normally be added — strategy, evidence and contributor planning all need time that a final-week engagement does not have. Late-stage support is still possible, and sometimes worth doing, but it is a narrower piece of work.
- Early involvement
- Bid/no-bid judgement, win themes, evidence gathering and a realistic contributor plan.
- Mid-process
- Response development, coordination and structured review against the criteria.
- Close to deadline
- Review, editing, compliance checking and submission control — where capacity allows.
Availability is never automatic. Urgent enquiries should state the submission deadline and the current status of the response so Evans can answer honestly and quickly.
Expectations
What Evans does not do.
Evans does not invent technical or compliance content. It organises, challenges, improves and presents information the client can stand behind. The client remains responsible for approving:
- Technical claims
- Legal statements
- Financial information
- Certifications
- Insurance details
- Accreditations
- Policies
- Health & safety procedures
- Sustainability evidence
- Social-value claims
- Environmental claims
- Delivery methodologies
- Staffing commitments
- Pricing
- Contractual acceptance
Evans can help organise, challenge, improve and present that information. It will not fabricate capability your business does not have.

Opportunity Engine identifies commercial events and buying signals. It does not guarantee that a tender will be issued, that you will be invited to bid, or that any contract will be awarded.
Questions about bid management
The tender documents, the deadline, the names of the people who can supply technical and financial content, and any existing material — previous submissions, case studies, policies, accreditations. The first working session is usually about what evidence already exists rather than about writing.
Yes — that is the normal model. Evans allocates questions, briefs contributors, sets internal deadlines and then edits what comes back into a consistent, persuasive and compliant response. Technical ownership stays with your people.
Then that is what the review says. Deciding not to pursue an unwinnable or unprofitable tender is a legitimate outcome and often the most valuable one, because it frees the team for an opportunity you can actually win.
No. £4,500 + VAT is a starting point, not a standard price. Evans reads the documents and then confirms a fixed fee for that specific submission.
Evans can support the preparation and coordination of documentation for submission through a portal. Portal registration, legal declarations and the formal act of submission remain the client's responsibility, and regulated procurement advice should come from an appropriate professional adviser.
A short lessons-learned review: what the evaluation feedback said, which answers were weak, what evidence was missing and what should be added to your response library before the next submission.
What can and cannot be promised.
- Evans cannot guarantee that any bid or tender will be successful.
- Award decisions remain entirely with the buyer or contracting organisation.
- The client remains responsible for the accuracy of all information supplied.
- Where legal, tax, regulatory, procurement or technical specialist advice is required, appropriate professional advice should be obtained.
Bid & tender enquiry
Send us the tender
Give Evans the opportunity, the deadline and the current state of the response. You will get an honest answer on whether there is time to add real value — and a fee once the documents have been read.
Do not attach tender documents to this form. Once Evans replies, documents can be shared directly by email or through your own secure transfer or tender portal — Evans will read them before any fee is confirmed, and they are treated as confidential.
