Is the requirement permanent?
If the role is funded, permanent and the business can hold someone to a number, recruit permanently. Anything else is a bridge, and bridges should be chosen deliberately.
Does it have an end date?
A defined gap, maternity cover, an exit, an integration or a turnaround usually calls for interim leadership rather than an ongoing fractional arrangement.
Is the need real but part-time?
Plenty of businesses between £1m and £30m need Sales Director thinking without Sales Director cost. That is a fractional arrangement, and it works when the days are protected.
Is it leadership you need, or management?
