UK Certification: UKCA Requirements for Overseas Manufacturers
The UKCA (UK Conformity Assessed) marking is the product marking used for goods being placed on the market in Great Britain. Overseas manufacturers must understand how it differs from the CE mark.

For decades, the CE mark was the standard for product safety and compliance across Europe, including the UK. Following the UK's departure from the EU, the UKCA (UK Conformity Assessed) marking was introduced for goods placed on the market in Great Britain (England, Scotland and Wales).
While the technical requirements for UKCA are currently largely aligned with the CE marking, the administrative and legal requirements are distinct. Failing to comply can result in goods being held at the border or removed from the market. This guide provides a general overview for overseas manufacturers.
UKCA vs CE: The Current Status
The UKCA marking applies to most goods previously subject to the CE marking. While the UK government has extended the recognition of CE marking for many product categories to reduce the burden on businesses, UKCA remains the long-term requirement for the Great Britain market.
It is essential to check the specific deadline for your product category, as some sectors (such as medical devices or construction products) have different transitional arrangements.
Northern Ireland: The Exception
The rules for Northern Ireland are different due to the Windsor Framework. In most cases, the CE marking continues to be used for goods placed on the market in Northern Ireland. If you use a UK-based body for your conformity assessment, you may also need to apply the UKNI marking alongside the CE mark.
Key steps for manufacturers
- Check which regulations apply to your product in the UK.
- Determine if you can self-declare or if you require a third-party conformity assessment.
- Identify a UK-based Approved Body if a third party is required (EU Notified Bodies are not valid for UKCA).
- Update your technical documentation and Declaration of Conformity.
- Apply the UKCA label to the product or packaging as required by the legislation.
Commercial implications
Certification is not just a legal hurdle; it is a commercial one. UK buyers, particularly in construction and engineering, will ask for UKCA compliance early in the procurement process. Being able to demonstrate compliance ahead of competitors can be a significant competitive advantage.
